Aqueous based cleaning agents use water to dissolve a cleaning agent (in powder or liquid form) to create a solution free from volatile organic compounds that will be compatible with most materials of construction. These cleaning agents may also be called "water based cleaning agents" and depending on the intended use may contain pH modifiers, chelating agents, and/or detergents.
